REPORT To the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />May 6, 2002 <br /> <br />Subject <br />Housing and Human Concerns Committee 2002/2003 Funding Recommendations for the <br />Human Services Financial Assistance (HSFA) Program. <br /> <br />Recommendation <br />Approve, by motion, the Housing and Human Concerns Committee 2002/2003 Human <br />Services Financial Assistance Program Funding Recommendations. <br /> <br />Background <br />In April 2001, the Housing and Human Concerns Committee requested the Council's <br />consideration of additional funding for the Human Services Financial Assistance Program <br />for FY 2002-2003. As requested, the Committee conducted a needs assessment and <br />brought their findings back to the Council at a study session in December 2001. One of <br />the recommendations at that time was for an increase of $24,000 for the general HSFA <br />Fund for FY 2002-2003. <br /> <br />In December of 2001, the Committee issued a request for HSFA applications. City staff <br />then held two technical workshops for potential applicants to explain the HSFA process <br />and answer any questions. Agencies were also offered the opportunity to submit a draft of <br />their proposal before the final deadline. Staff reviewed the draft proposals for <br />completeness and offered comments as to how the applicant could make the application <br />clearer and/or more competitive. Final applications were due February 6. On March 21, <br />agencies were asked to make a presentation regarding their proposal before the Housing <br />and Human Concerns Committee and answer questions by the Committee. <br /> <br />This year's process included the unique addition of participation from youth involved in the <br />Youth Engaged in Leadership and Learning Project (YELL), sponsored by the John <br />Gardner Center of Stanford University and Kennedy Middle School. Six students served <br />as resource persons for the Committee by reviewing the proposals submitted in the youth <br />category, preparing questions and selecting one student to ask their questions during the <br />agency presentations, and by sharing a summary of their comments about each of the <br />youth proposals presented. <br /> <br />On March 26, the Committee met to consider their funding recommendations for FY 2002- <br />2003. Please note that a white binder with the full agency applications is available in <br />the Council Study. The Committee recommendations for funding are contained in <br />Attachment I of this report. Attachment I also includes funding amounts received for FY <br />01-02. Attachment II includes a brief description of each agency and their funding request. <br /> <br /> <br />
