have to be submitted as wholly new applications which must be consistent with the zoning <br /> existing at the time of the new submittal. <br /> <br />Other Pipeline Projects <br />The Opfer project is the only one still active. The Architectural Permits for the other office <br />buildings that were in the pipeline expired without the developers either proceeding with <br />development or seeking DA's. <br /> <br />Alternatives <br />Following the February 25, 2002 hearing, staff met to discuss possible alternatives and <br />ramifications. The major issues raised at the hearing concerned the payment of fees for <br />undergrounding along Middlefield Road that are required by ordinance ($58,134.00) and <br />for additional street improvements on Willow Street required as a "negotiated" item in the <br />Development Agreement ($124,931.00). The $58,134 fee for undergrounding was based <br />upon a price of $600 per linear foot multiplied by the frontage of 96.89 feet. This "fee" is <br />in lieu of actual undergrounding of overhead utilities, which is required by ordinance for all <br />new commercial buildings. Staff has looked at the costs for street improvements for the <br />balance of Willow Street and still believes that the figure of $124,931.00 is a reasonable <br />estimate of the cost to perform this work if left in the Development Agreement. <br /> <br />In terms of options, the Council has the following: <br /> <br />Option #1 <br /> a. Construct undergrounding of overhead utilities alon9 Doth Middlefield Road and <br /> Willow Street, as required by City Ordinance (actual cost). <br /> <br /> b. Repair/replace street (to centerline) sidewalk, curb and gutter on both street <br /> frontages (Willow Street and Middlefield Road) as required by City Ordinance. The <br /> Willow Street frontage, which is unimproved, is estimated to cost $40,000. The <br /> Middlefield Road frontage would tend to cost less, because it is somewhat <br /> improved. <br /> <br />Option #2 <br /> a. Construct undergrounding of overhead utilities on the Willow Street frontage, and <br /> pay a fee of $58,134 for the undergrounding of overhead utilities on Middlefield <br /> Road. Undergrounding only this one small frontage would not substantially improve <br /> the appearance of Middlefield Road. The $58,134 would be used to pay a portion <br /> of a larger underground project. <br /> <br /> b. Repaidreplace street (to centedine), sidewalk, curb and gutter on both street <br /> frontages, as required by City Ordinance (same as #1 b.). <br /> <br />Option #3 (Recommended by Staff) <br /> a. Construct undergrounding of overhead utilities on the Willow Street frontage and <br /> pay a fee of $58,134 for the undergrounding of overhead utilities on Middlefield <br /> Road (same as #2a.). <br /> <br /> -2- <br /> <br /> <br />
