REPORT <br /> To Redevelopment Agency Board <br /> From the Executive Director <br /> <br />May 6, 2002 <br /> <br />Subject <br />South Main Street Redevelopment Planning Area <br /> <br />Recommendation <br />That the Redevelopment Board amend their previous actions with regard to this area in the <br />following ways: <br /> <br /> 1. That the March 25, 2002 staff report still be regarded as the 'plan' document for <br /> this entire area but with the following changes. <br /> 2. That the Board direct staff to only begin the Owner Participation process within <br /> the Phase I area bounded by Maple Street, Lathrop Street and El Camino Real <br /> and that proposals only respond to the Phase I area. <br /> 3. That the Board clarifies that any action with regard to Phase II (the area <br /> generally bounded by Maple Street, the railroad tracks, Chestnut Street and <br /> Lathrop Street) will take subsequent action by the Redevelopment Board. An <br /> owner or other respondent to the Phase I offer to participate will not acquire any <br /> rights to develop/redevelop in the Phase II area. <br /> <br />Background <br />On March 25, 2002 the Agency Board considered and took action on a staff report that <br />would have started the Owner Participation process in both Phases I and II of this S. Main <br />Street Redevelopment Planning Area. <br /> <br />During the meeting it was evident from some of the owners in the area (Phase II area <br />mostly) that there was concern about the Agency action and how it would effect them. The <br />staff wants to be sensitive to the concerns of the people in the area and therefore we <br />propose the preceding amendments to you. Before any decisions are made about the <br />Phase II area the following next steps should occur. <br /> <br />Next Steps <br />In the Phase II area, staff will meet with a group of citizens, including owners and tenants. <br />This group will work with staff and an urban designer to review the issues in the area. Staff <br />will then bring the issue back to the Board and make a recommendation to you on <br />approaches to Phase II. Therefore, before you take action on the Phase II area you will <br />have the benefit of stakeholders (owners, tenants etc.) in that area. Depending on the <br /> <br /> <br />
