This class of products started becoming popular in the Pacific northwest about 5 years
<br />ago and that success and the cost effectiveness are helping to propagate this product
<br />nationwide, especially along the west coast. The main attributes of this product over
<br />natural turf are its ability to withstand heavy use without hardly any maintenance, and its
<br />ability to drain storm water quickly, making it available almost 24/7. Obviously this field
<br />uses no water, which is a major plus as well.
<br />Currently, the two major suppliers of this class of product in the United States (US) are
<br />FieldTurf and AstroPlay. Other suppliers exist, but are new to the US and have little
<br />installed base. The suppliers are fiercely competitive, undoubtedly to establish market
<br />share. Staff evaluated the two products very carefully and concluded that they are
<br />distinctly different. It is recommended that the FieldTurf product be used for this project
<br />even though deductive Bid Alternate "A" using AstroPlay can save $134,730 (or 9% of
<br />construction cost). This recommendation is supported by the fact that the in-fill system
<br />used by FieldTurf is a patented layer of cryogenic rubber particles and silicate sand
<br />(non angular), which not only acts as a nonabrasive ballast to keep the blade vertical
<br />without spreading easily, but also acts as a filter to stop rubber particles from migrating
<br />into the drainage system. Furthermore, FieldTuff provides a finer, softer, and more
<br />abundant grass blade that resembles natural grass.
<br />This sport field is located at the corner of Spring and Charter Streets, and consists of
<br />approximately 4.5 acres of turf area. The scope of work consists of:
<br />~, removal of the top six inches (6") of existing soil and sod;
<br />~' installation of a subdrainage system;
<br />:~ installation of a layer of drain rock;
<br />> installation of the synthetic turf system;
<br />:~ installation or improvement of the fencing system;
<br />~' installation of a minor amount of new natural turf and other landscaping
<br />outside of the play field area, and
<br />~* improvement of the overall irrigation system.
<br />The project can start as soon as award of contract is made, and has a 110 days
<br />construction schedule with an additional 60 days of landscape maintenance time. A
<br />Field lighting system exists, and is not proposed to be improved. Other facilities in the
<br />park are not affected by this project.
<br />A bid opening was held on April 10, 2002, and seven bids were received. The bid
