The bid from Robert A. Bothman, Inc, (Bothman) is considered to be responsive.
Bothman is currently finishing up the construction of a sand-based natural turf field at
Garfield School for the Gity, Bothman has the most experience with synthetic turf field
among the local contractors. They are responsible for similar fields recently completed
at Valley Ghristian High School and Evergreen Valley Gommunity Gollege both in San
Jose.

In relation to the second action, the Beals Group was retained for the "Design" of this
project. They also designed the two previously improved fields (Taft and Garfield).
Approval of an Agreement with Beals Sport (a Division of Beals Alliance) will provide
staff with construction support and the technical expertise required during the
installation of the facility. The consultant will evaluate product submittals, help answer
or clarify issues that the Contractor might have during construction, evaluate any
potential field changes, attend periodic construction progress meetings, and assist staff
during Final Inspection. Beals Sport's technical expertise is especially important on this
project, because synthetic turf is a very new field product, and the City does not have
any in-house experience with this product.

Alternative
Council has the discretionary choice between the two products, regardless of the cost.
If Council decides that AstroPlay should be used on this project, Staff's
recommendation would be for Council to reject all bids and rebid the project. This
would negate any protests from bidders, or potential bidders who might not have
understood the bidding criterion the way they were intended.

Fiscal Impact
Funds in the amount of $2,264,790 are available in the FY 2001-02 Capital
Improvement Program budget under the Capital Project Funds for Hoover Field
Improvements, to support both these contracts.

City E_~neer ~a rk ~u;;rrir~ee note nt

oef Patterson Ed
anager, Engineering & Construction City Manager

SPV:ss
s/libra/y/reports/Consultan & Award_Beals Spot_Hoover Field

-3-
