IREPOR ~0 the Honorable Mayor and City Council, <br /> From the City Manager <br />May 6, 2002 <br /> <br />Subject <br />Agreement for Professional Consulting Services with Hexagon Transportation <br />Consultants, Inc. <br /> <br />Recommendation <br />Approve an agreement for Professional Consulting Services with Hexagon Transportation <br />Consultants, Inc., to prepare a Traffic Study for a proposed Service Station and Mini-Mart <br />at 504 Whipple Avenue. <br /> <br />Background <br />Staff is currently reviewing plans for a new ARCO/BP fueling station and mini-mart at 504 <br />Whipple Ave., at the northwest corner of its intersection with Veterans Blvd. and the Hwy. <br />101 southbound off-ramp. The project would replace the abandoned ARCO station, which <br />was closed in October of 2000. The proposed development would increase the number <br />of fueling stations from four to six and would include a 1,680 square foot AM/PM mini-mart, <br />plus required parking. <br /> <br />The request will require a conditional use permit, architectural and sign permits, as well as <br />an environmental assessment (likely a Mitigated Negative Declaration). Some of the key <br />issues of concem will be traffic, on-site circulation and parking, and the visual impact of the <br />development at an important gateway to the City of Redwood City. <br /> <br />Traffic Study <br />One of the primary issues related to the proposed development is traffic, including ingress <br />to and egress from the site, adequacy of on-site circulation and parking, and impacts on <br />nearby intersections. Tanker deliveries and other truck deliveries could potentially <br />exacerbate these impacts. Due to these concerns and the need to prepare environmental <br />review pursuant to the California Environmental Quality Act (CEQA), staff is requiring the <br />preparation of a traffic study for the project. <br /> <br />Staff proposes to retain Hexagon Transportation Consultants to prepare the traffic study. <br />The company has extensive experience in preparing such studies and recently prepared <br />a similar analysis for the City for the new Olympian station at El Camino Real and <br />Brewster. <br /> <br />The traffic consultant has currently determined the cost of the study to be $141680. The <br />total actual cost would be $16,148 (includes 10% for city administrative costs). Staff has <br />received a deposit from the applicant to cover the costs of the study and administrative <br />costs. The study cannot proceed, however, until the contract is authorized by the Council <br />and signed by the contractor and the City. <br /> <br /> <br />
