Box 391 <br /> Redwood City, California 94064-0391 <br /> <br />Subject: Proposal to Conduct a Traffic Study for the Proposed Service Station and Convenience Store <br /> at 504 Whipple Avenue <br /> <br /> Dear Mr. Williams: <br /> <br />Hexagon Transportation Consultants, Inc. is pleased to submit this proposal to prepare a traffic analysis <br />for the proposed service station and convenience store at 504 Whipple Avenue. The project as proposed <br />will consist of replacing an existing vacant service station with a new service station that has twelve <br />fueling positions and a 1,680 square-foot convenience store. Hexagon has many highly experienced and <br />professional staff available to work on this project. Our proposed scope of services is based on our <br />experience working in Redwood City. Our proposed Scope of Services, Time of Performance, and Cost <br />for Services are described below. <br /> <br /> Scope of Services <br /> <br />The study will determine the traffic impacts of the proposed development on the following two <br />intersections near the site: <br /> <br /> Whipple Avenue and Veterans Boulevard/US 101 southbound ramp <br /> Whipple Avenue and Industrial Way/Winslow Street <br /> <br />The intersection level of service analysis will be based on the Highway Capacity Manual (HCM) method, <br />using the TRAFFIX software. Based on direction from city staff, no Congestion Management Program <br />(CMP) analysis will be required. <br /> <br />The tasks to be included in the analysis are: <br /> <br />1. Site Reconnaissance. The physical characteristics of the site and the surrounding roadway network <br /> will be reviewed to identify existing roadway cross-sections, intersection lane configurations, traffic <br /> control devices, and surrounding land uses. <br /> <br />2. Data Collection. New AM and PM peak-hour traffic counts will be conducted for the two study <br /> intersections. Additional counts will require authorization and additional budget. <br /> <br />3. Evaluation of Existing Conditions. The existing traffic conditions at the study intersections will be <br /> evaluated using TRAFFIX, based on current AM and PM peak-hour volumes. <br /> <br />4. Evaluation of Background Conditions. Background conditions pertain to future conditions without <br /> the project. Background traffic volumes will be estimated based on additional traffic from approved <br /> developments. City staff will provide Hexagon with descriptions (land use type and intensity/size, <br /> <br /> <br />
