<br />The following recommendations, created to respond to concerns expressed by <br />Council, were presented by Councilman Greenalch for discussion purposes: <br /> <br />(1) Revise the current program to meet the City's current allocations from <br />the San Francisco Water Department (SFWD). <br />(2) Revise the "Water Banking" Program to retain the units already banked, <br />permit banking to continue at the reduced rate of 20% of the units saved <br />per billing period, and return excess use charges remaining after <br />program expenses proportionally to units left in bank. <br />(3) No building moratorium be imposed as part of the City's Water Rationing <br />Program. <br />(4) Increase Water Excess Use Charges to four (4) dollars per unit for the <br />first four (4) units over the allocation for a billing period and six <br />(6) dollars for each unit thereafter; for accounts receiving excess use <br />charges for two (2) consecutive periods, a water restrictor should be <br />installed for seven (7) days. <br />(5) Adopt a "Public Use" category of water users with Parks, Schools, and <br />Hospitals maintaining their current allocations and Day Care, Adult <br />Care, and governments receiving allocations based on March 1991 use. <br />(6) Following the Public Hearing and Council discussion the matter be <br />referred back to the committee for purposes of developing an ordinance <br />to be considered by the Council at the continued Public Hearing on <br />April 29, 1991. <br /> <br />Also introduced for the first time a new proposal for distribution based on <br />actual allocation: Residential 51%, CommerciallIndustrial 18%, Public Use <br />8%, Reserve 5% and other 18%. <br /> <br />Council discussed input of all members of the Council Water Committee into <br />the proposed recommendations; the Public Utilities Commission meeting of <br />April 23, 1991 that will impact allocation to Redwood City from San <br />Francisco Water Department and advance information that the PUC will <br />recommend maintaining the current allocation; need for complex water <br />management program in the long term; descriptions of worst case scenarios; <br />advantages of referring water rationing plan to Council Water Committee with <br />direction to incorporate PUC and SFWD decisions into Redwood City rationing <br />plan; inequities in current rationing program as it penalizes water savers <br />of 1987; impact of and possibility of withdrawal of all units of banked <br />water allocations at one time; incentives to continue banking and at what <br />levels; information showing more water under users than over users, and <br />over allocation to commercial accounts; need to target water over users; and <br />need for aggressive educational program. <br /> <br />---------------------------------------------------------------------------------- <br /> <br />Mayor La Berge declared a recess at 9:05 p.m. <br />Meeting reconvened at 9:15 p.m. <br /> <br />---------------------------------------------------------------------------------- <br /> <br />After Council and speakers agreed upon a five minute limit for each <br />speaker, the following people addressed the Council: <br /> <br />Regular Meeting Minutes <br />April 15, 1991 <br />Page 3 <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 228 <br /> <br />T <br /> <br />-, """"""""'T-""""'- ,--.- <br />
