<br />Councilman Greenalch presented the Water Committee's Interim Report and <br />discussion ensued regarding recommendation of monitoring and notifying <br />highest 10% of water overusers using a weighted formula to incorporate <br />proportionality; banking remaining at one to one; new letter for census <br />forms; and San Francisco Water Department rate increase. <br /> <br />Mrs. Chaffee, 546 Sunset Way, Redwood City asked Council how the current <br />rationing program identifies misallocations, those people whose allocations <br />are so high they can have lush lawns, while others have had to let their <br />lawns become dirt patches; discussed the principle of fairness in the <br />rationing program; and asked if newcomers will continue to be penalized? <br /> <br />Councilman Greenalch advised the Council Water Committee is reviewing entire <br />rationing plan; the City has an appeal process in place; focus has been on <br />wasters, but will begin to review allocations; and Ordinance 2018 lists <br />prohibited uses. <br /> <br />Councilwoman Buchan reminded everyone there is a May 15th deadline for <br />application of approved Water Policy Report of November 14, 1990 for <br />water allocations to the Redwood City Park, Recreation and Community <br />Services Department.
