<br />8. STAFF REPORTS <br /> <br />a. Bay Vision 2020 (704-04) <br /> <br />City Manager, March 4, 1991 <br />Bay Vision 2020 Convenors presented by Councilman Murray <br /> <br />City Manager Smith presented the staff report describing impacts of Air <br />Quality Control Board and Congestion Management Plans, and recurring <br />state legislation to create regional governing bodies. <br /> <br />Reports: <br /> <br />Councilman Murray presented the recommendations of the Bay Vision 2020 <br />Convenors including: endorsement of the GOALS of the Commission; the merger <br />of the three regional agencies, ABAG, MTC and BAAQMD; endorsement of the <br />phasing concept of a Bay Region Interim Council; endorsement of the "interim <br />land use veto"; and, only locally elected officials as members. <br /> <br />Councilman Murray argued against Redwood City endorsement of the "interim <br />land use veto" without specific standards to be applied in all cases <br />determining which projects are of regional character; described <br />contradictions in report; characterized Bay Vision 2020 Report as a <br />constitution without a bill of rights; but supported the concept of regional <br />governance and suggested Council develop an acceptable plan to deal with <br />regional problems in an outline form. Also, since the Regional Commission <br />when constituted would deal with governmental decisions, only locally <br />elected officials should serve as members. <br /> <br />City Manager Smith suggested approval of Items listed in Bay Vision 2020 <br />Report, Pages 14 and 15 under REGIONAL GOVERNANCE. <br /> <br />Council discussed regional governance in concept and application; control <br />of land use decisions; need to temper local perogatives; the push from <br />Sacramento to regional bodies and solutions; importance of specific <br />standards; and need for specificity in delineating problems and solutions. <br /> <br />MIS: GreenalchlClaire to approve Items 1 through 6 d) on pages 14 and 15 of <br />the Bay Vision 2020 Report under REGIONAL GOVERNANCE with the following <br />provisions: No plan should be developed limiting the local land use <br />decisions of Council nor determining which project is of regional importance <br />until specific standards are adopted; and, no land use veto is allowed <br />unless based on the specific standards which are a part of the organic <br />document and established and reviewed by the affected jurisdiction before <br />adoption. <br /> <br />Carried by unanimous voice vote. <br /> <br />MINUTE ORDER NO. 91-090 <br /> <br />MIS: MurraYIClaire that under no circumstances will non-locally elected <br />officials be allowed to sit as members of the Regional Commission. <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 248 <br /> <br />Regular Meeting Minutes <br />May 6, 1991 <br />Page 5 <br />
