Mateo County. During the January 22, 2015 one day “homeless count” this was 223 or <br />27% of the 775 unsheltered homeless individuals identified throughout San Mateo <br />County that day. As indicated above, 719 unduplicated homeless households (562 <br />individuals and 157 families with children) sought services at the Fair Oaks Community <br />Center in FY 2015-16. <br />The County of San Mateo in conjunction with the HOPE Interagency Council to End <br />Homelessness of which Redwood City is a member, has adopted a new Strategic Plan <br />to End Homelessness by 2020. The key strategies of this plan require greater intensity <br />and concentration of services with homeless individuals and families in order to 1) divert <br />as many households as possible from the traditional shelter system (homelessness <br />prevention); 2) prioritize emergency shelter for households for the highest need for <br />shelter; 3) rapidly re-house formerly homeless individuals and families; and 4) provide <br />support for formerly homeless individuals and families to remain housed. <br />ALTERNATIVES <br />The Council could choose not to sign the agreement, and not accept funding from the <br />County of San Mateo for the Fair Oaks Community Center Information and Referral <br />Program. <br /> <br />FISCAL IMPACT <br />The proposed agreement provides a total not to exceed $595,105 over three years: <br />· FY 2016-17 - $182,963 (in addition to the $30,658 already received under <br />amendment approved at the regular Council Meeting on June 27th, 2016 – <br />including additional funds from CDBG offset) <br />· FY 2017-18 - $206,071 <br />· FY 2018-19 - $206.,071 <br /> <br />Additional revenue and expenditure beyond what is already budgeted will be submitted <br />as a mid-year budget adjustment for FY 2016-17 and as a part of the budgets for FY <br />2017-18 and FY 2018-19. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential resulting in either a direct or reasonably foreseeable <br />indirect physical change in the environment. <br /> <br /> <br /> <br />TERI CHIN <br />HUMAN SERVICES MANAGER <br />6.1.E. - Page 3
