· 996 shelter referrals (families and individuals) <br />· 2,129 units of transportation assistance (bus passes, bus tokens) <br />· 149 rental and/or deposit assistance payments <br />· 70 utility payments <br />· 150 units of public benefits assistance. <br /> <br />Fair Oaks Community Center is one of eight “core” agencies providing safety net <br />services throughout San Mateo County. <br /> <br />Council approved the original agreement between the San Mateo County Human <br />Services Agency and the City of Redwood City for Information and Referral Services <br />provided at the Fair Oaks Community Center for FY 2013-14, 2014-15, and 2015-16 at <br />its regular Council meeting on April 22, 2013. <br /> <br />Council also approved subsequent amendments to the FY 2013-16 multi-year <br />Agreement at its regular Council meetings on April 7, 2014, June 8, 2015, and February <br />22, 2016. <br /> <br />At the request of the County of San Mateo, Council approved at its regular Council <br />meeting on June 27th, 2016, an extension of the original FY 2013-16 multi-year <br />Agreement by six months through December 31, 2016. This extension was approved <br />with the understanding that the County would be finalizing a new three year contract for <br />FY 16-19 which would subsequently be brought to Council for review and approval. <br /> <br />This staff report covers the new three year contract for FY 2016-17, FY 2017-18, FY <br />2018-19. <br /> <br />ANALYSIS <br />The County of San Mateo has proposed a new three year contract covering November <br />15, 2016 through June 30, 2019 (FY 2016-17, 2017-18, 2018-19) for a total not to <br />exceed $595,105 over the three year period. <br /> <br />The proposed amount represents a significant increase in funding for safety net <br />services due to a re-alignment of funding in relationship to the number of households <br />being served. Funding during the last three fiscal years (FY 2013-14, 2014-15, and <br />2015-16) was for a total of $291,006 – an average of $97,002/year compared to <br />$206,071/year in base level funding from the County. The County’s intention with the <br />re-alignment of funding is to assure that the City has sufficient resources to fully serve <br />the clients seeking safety net services at the Fair Oaks Community Center especially as <br />we partner to implement homeless service re-design with the goal of ending <br />homelessness in our community in the next three years. <br /> <br />According to the 2015 San Mateo County Homeless Census and Survey, Redwood City <br />continues to have the largest concentration of “unsheltered” homeless people in San <br />6.1.E. - Page 2
