REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 28, 2016 <br /> <br />SUBJECT <br />Approval and Authorization to Execute Agreement with the County of San Mateo for <br />Information and Referral Services provided at the Fair Oaks Community Center <br /> <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute Agreement between the <br />County of San Mateo and the City of Redwood City to provide critical safety net services <br />to vulnerable, low-income County residents at the Fair Oaks Community Center for the <br />term of November 15, 2016 through June 30, 2019 (FY 2016-17, FY 2017-18, FY 2018- <br />19) <br /> <br />BACKGROUND <br />In 1982, the County of San Mateo first contracted with the City of Redwood City to <br />provide information and referral services at the Fair Oaks Community Center to low- <br />income residents of Redwood City, North Fair Oaks, Woodside, Atherton, and Portola <br />Valley. Since that time, the program has grown to meet the demand for services with <br />joint funding from both the County and the City. Approximately 80% of the residents <br />seeking services are from Redwood City and approximately 20% of the residents <br />seeking services are from unincorporated North Fair Oaks. <br /> <br />In FY 2015-16, the Fair Oaks Community Center’s Information and Referral Program <br />served: <br /> <br />· 1,817 unduplicated household (4,552 individuals) <br />· 610 unduplicated households (1,581 individuals) needing food assistance <br />· 283 households (688 individuals) needing financial assistance to help prevent <br />homelessness <br />· 719 unduplicated households of individuals or families seeking emergency <br />shelter – including 157 families with children. <br /> <br />Actual services provided included: <br />· 1,827 units of food (emergency food, grocery certificates, monthly food <br />distribution) <br />· 57 motel vouchers (to bridge into shelter or other housing or for special <br />circumstances) <br />6.1.E. - Page 1
