Fung Collaboratives presented the opportunity to acquire the Kabakov Pirate Ship to the <br />Civic Culture Commission and the Public Art Task Force. Each body recommended <br />approving this acquisition by following the review and recommendations processes set <br />forth in the Public Art Master Plan and in Section 45.050 of the City’s Public Art <br />Ordinance. Per 45.060 of the City’s Public Art Ordinance special attention was given to <br />the following areas as the Civic Cultural Commission and the Public Art Task Force <br />considered the acquisition of this art and its potential future placement as described in <br />Exhibit A: <br />A. The artist is required to have experience in and/or knowledge of the type of art <br />proposed for installation and public viewing. The artist’s qualifications will be <br />evaluated and examples of past work may be reviewed to determine whether or <br />not the artist has appropriate experience for the project; <br />B. Appropriate locations may include, but are not limited to, vehicular entryways <br />to the property, plazas, greenbelts and building façades. The location selected <br />should allow reasonable accessibility to the art. The location shall be exterior and <br />installation of the art piece shall enhance the art and allow for unobstructed <br />public viewing from as many angles as possible; <br />C. The art shall be proportional to the scale of the development and designed to <br />create an artistic, visual, and aesthetic impact upon observers. Particularly in <br />locations on major thoroughfares and major intersections, the art should be of <br />such size and nature as to strengthen the urban design and aesthetic quality of <br />life in the community; <br />D. The art shall be conceptually compatible with the immediate environment of <br />the site; appropriate to the function of the site; and compatible within any unified <br />design character or historical character of the site; <br />E. Appropriateness of the materials, textures, colors, and design to the <br />expression of the design concept; <br />F. Representation of a broad variety of tastes within the community and the <br />provision of a balanced inventory of art in public places to insure a variety of <br />style, design, and media throughout the community that will be representative of <br />the eclectic tastes of the community; and <br />G. Preservation and integration of natural features with the project. <br />Per Section 45.060 of the City’s Public Art Ordinance, the City Council shall also give <br />special attention to the above factors in evaluating the purchase of the Pirate Ship. <br />Further, staff from the Library and the PRCS Departments have been working together <br />on conceptual designs related to this acquisition possibility. In addition to the Pirate Ship <br />as the focal point to a new park element adjacent to the Redwood Shores Library, staff <br />envisions picnic tables, outdoor children’s reading area, shade structures that look like <br />sails, access to and from the children room at the Library, and the involvement of <br />children to contribute to an artist book related to the story of the Pirate Ship. <br />6.1.F. - Page 3
