The Redwood Shores Library sits along the shore of the San Francisco Bay Trail. <br />Locating the Pirate Ship here, a site that draws visitors both to the Library and to the <br />Bay Trail, is ideal. Fung Collaboratives has reached out to the Bay Conservation <br />Development Commission (BCDC) who through initial discussions express their support <br />of the proposed location. The Association of Bay Area Governments (ABAG), through <br />the Bay Trail Division, is extremely motivated to assist the installation of the Pirate Ship <br />since it would be the first permanent artwork for the Migration art exhibition organized <br />by Fung Collaboratives and the Bay Trail. <br /> <br />Additionally, if the project is approved, the Kabakovs have agreed to work with Fung <br />Collaboratives and the City on a children’s book project to tell the story about the Pirate <br />Ship. <br />If approved by Council, this would be the first step in a longer process of community and <br />other stakeholder input for the future design of the park space; the repair, assembly and <br />retrofit of the Pirate Ship to ensure that it would meet playground and ADA standards; <br />and the future requests for proposals for landscape design and construction firms for <br />installation. <br />ALTERNATIVES <br />Council may choose to not accept the agreement to acquire the artwork. <br /> <br />FISCAL IMPACT <br />The acquisition cost of the Kabakov “Pirate Ship” is $400,000. The City Council <br />approved the allocation of Park Impact Fees paid for by developers in the Fiscal Year <br />2016-17 budget process. The funds for this project are allocated in 358-73957. <br />Attachment B is a copy of an independent and internationally reputable appraiser PACE <br />Gallery LLC, which lists the value of the art piece between $1,500,000-$1,800,000. <br /> <br />ENVIRONMENTAL REVIEW <br />This action is not a “project” within the meaning of the California Environmental Quality <br />Act because the purchase of the Pirate Ship sculpture does not create a commitment to <br />any prospective park project. (Public Resources Code Section 21065; CEQA Guidelines <br />Section 15378).
