ATTACHMENT B: PROPOSED IMPLEMENTATION PLAN FOR POLICE BODY <br />WORN CAMERAS <br /> <br />The following steps are recommended should the City proceed with implementing <br />Body Worn Cameras. <br />1. Identification of a Funding Source <br />The City’s Response to the Grand Jury Report entitled “Body Cameras – The Reel <br />Truth” stated: “The City is in the process of determining the long-term financial <br />commitment this endeavor will require and will seek to secure funding from grants or <br />other competing programs.” As of November 14, 2016, the the Police Department has <br />conducted research but has been unable to identify any state and federal grant funding <br />sources. As a result, deployment of body worn cameras will need to be considered in <br />the context of competing City priorities, a process best undertaken with the <br />development of the FY 2017-18 budget. <br /> <br />2. Written Policy and Procedures <br />Written policies and procedures provide guidance and application for the BWC system <br />in the utilization, storage and reproduction of evidence, and removal from retention. <br />Policies and procedures must correlate to the capabilities of the camera and <br />management software systems. Functionality available in some BWC systems allows <br />for Computer Aided Dispatch (CAD) and Record Integration Management Systems <br />(RMS) to communicate jointly and provide time-saving advantages when documenting <br />the use and storage of BWC evidence. The policies and procedures governing the <br />anticipated BWC system written by the RCPD will incorporate the full advantage of this <br />available technology. Other technology advancements in automatic camera activation <br />for certain types of activity, such as the emergency lighting system activation on a patrol <br />car or the laser activation on a Taser device will also be incorporated within the <br />governing directives of the BWC policies and procedures. <br />To efficiently and effectively utilize a BWC system, the RCPD is studying policies from a <br />variety other law enforcement agencies both smaller and larger than RCPD. This effort <br />is important fo ensuring the use of BWC furthers community trust in RCPD. <br />The BWC policy will establish clear guidelines on the intended use of the BWC device <br />(during enforcement interactions), including guidelines on when the BWC device will not <br />be activated. The BWC policy will ensure proper video evidence collection and archival <br />procedures of enhanced evidence of police enforcement contacts. <br /> <br />6.1.A. - Page 9
