REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 28, 2016 <br /> <br />SUBJECT <br />Award of Contract – Redwood Shores Potable Water Transmission System Seismic <br />Improvement Project <br /> <br />RECOMMENDATION <br />By motion, approve the contract documents for the Redwood Shores Potable Water <br />Transmission System Seismic Improvement Project, and award the standard form <br />contract 00520 to Con-Quest Contractors, Inc. for their Responsive and Responsible <br />Low Bid of $1,073,950 and authorize the City Manager to increase the contract amount, <br />if necessary, up to 10% of the amount awarded, not to exceed $1,181,345 <br /> <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report <br />and directed staff to move forward with specific recommendations and projects for <br />future Council consideration. The Water System Master Plan forecasts improvements <br />necessary to accommodate water demand by new and redevelopment activities <br />anticipated by the City’s General Plan; analyzes and identifies improvements for reliable <br />performance during normal and emergency conditions, such as fires and earthquakes; <br />and prioritizes capital improvements to the system for the subsequent 20 years after <br />approval. <br />The Water System Master Plan includes a City-wide W ater System Seismic Reliability <br />Sub-Program to upgrade potable water transmission pipelines, and upgrade and repair <br />tanks and pump stations. The purpose is to make the water delivery system more <br />reliable and better able to withstand an earthquake. The Sub-Program has been divided <br />into various projects that are being performed in order of priority and availability of <br />funds. The City’s water system has two water tanks in Redwood Shores. There is only <br />one water transmission pipeline (Topaz Pipeline) that brings water to these tanks. Due <br />to the type of soil and the proximity to water bodies, the Pipeline is considered to be <br />more vulnerable to earthquake damage. The Redwood Shores Potable Water <br />Transmission System Seismic Improvement Project is the fourth of the seismic retrofit <br />projects. <br />City’s staff hired and worked with G & E Engineering Consultants to perform the design <br />and prepare the Contract Documents.
