2016. All bids were rejected and staff was authorized to re-bid. The project was sent out <br />for bid for the second time on August 10, 2016. All bids on this second bid were rejected <br />on Council Meeting held on September 12, 2016 because the bids were found to be <br />imbalanced, and staff was authorized to re-bid for the third time. <br />The current Staff Report refers to the third bidding process that was conducted on <br />October 3, 2016. <br /> <br />ANALYSIS <br />The project consists of the following improvements to promptly restore water service if <br />these important transmission pipe lines are damaged due to an earthquake, or other <br />event. <br /> <br />1) Installation of four structures for emergency bypass connections on the <br />Topaz transmission Pipeline that supplies water to the Redwood Shores area. <br />2) Installation of five structures for emergency bypass connections on the <br />local water system at Redwood Shores. <br />3) Installation of inline valves and fire hydrants for emergency connection at Twin <br />Dolphin Drive. <br />4) Installation of inline valves and one fire hydrant at Marine Parkway. <br />5) Provide 12 inch hoses and fittings to install bypasses in case of emergency. <br /> <br />The Engineer’s Probable Cost Estimate of this project is in the range of $750,000- <br />$850,000. The bids received, however, were considerably higher than the engineer’s <br />estimate. This is primarily due to the construction prices continuing to escalate since the <br />time of the engineer’s estimate, and few companies being able to complete this complex <br />project. Staff will take this into consideration during future estimates. <br /> <br /> The City received four bids as listed below: <br /> <br />Bidder Bid Amount <br />Con-Quest Contractors, Inc. $1,073,950.00 <br />Cratus Inc. $1,206,000.00 <br />JMB Construction $1,214,000.00 <br />Ranger Pipelines $1,319,000.00 <br /> <br />Staff has evaluated the four bids and has determined that they are 25% or higher <br />than the Engineer’s Probable Cost Estimate. However, when comparing this bid to the <br />previous bids, this third rebid results are approximately $100,000.00 less previous bids. <br />Additional funding from the Water Enterprise Funding will still be required to supplement <br />the project budget to cover this cost increase. <br /> <br />6.1.B. - Page 2
