Consultant will <br /> identify appropriate parking performance measures, which may include: <br /> O Peak Occupancy hotspots in core and neighborhood zones <br /> o Parking Duration in core <br /> O Payment vs. occupancies in core <br /> O Monthly Citation rates <br /> Deliverables: Draft and Final Performance Measures memorandum, including <br /> maps of existing transit, walking, and bicycling performance. <br /> Task D.2: Prioritization Criteria and Scoring System for Projects <br /> Consultant will refine prioritization criteria based on a scoring system to be developed in <br /> conjunction with the City and the study's Policy Advisory Committee. Prioritization of <br /> performance measures will be informed by the preferred modal elements discussed in <br /> the initial phase of the project, as well as the effectiveness of each element at improving <br /> system performance based on the latest empirical and analytic research . If appropriate, <br /> select criteria may also be assigned weightings based on their relative contribution to <br /> overall transportation performance goals. The scoring system will take into <br /> consideration all modes of transportation and prioritize identified project improvements <br /> based on the type of corridor. It will also consider input received from the outreach <br /> process to assist in identifying projects or programs that have a particularly high level of <br /> public support. <br /> The results of the scoring system will be presented in a brief memorandum to be <br /> reviewed by the City prior to proceeding with scoring specific projects or programs. <br /> Deliverables: Draft and Final Existing Prioritization and Scoring System. <br /> Task D.3: Monitoring Program Strategy <br /> Consultant will develop a white paper for establishing a transportation system <br /> monitoring program for each transportation criterion described in Task D.3 . The <br /> program structure will be based on key findings from our existing conditions evaluation <br /> and identify the needs and actions for continuing monitoring in the future. Monitoring <br /> options may include automatic data counters and use of third party big data sources. <br /> For automatic data sources, it could be possible to collect and report monthly statistics if <br /> desired .
