Report:

Library Director, 6/3/91

Library Director Light and Project Read Director Miller presented the staff
report recommending approval of the creation of a mural on City Hall to
promote literacy.

Councilman Murray suggested the proposed mural is far too large and would be
too imposing on the City Hall site; the mural would send the wrong
message to adolescents that it is ok to paint on public walls; and this
mural might not be viewed by the downtown merchants as in their best
interests. Councilman Murray suggested painting the mural on the library
overlooking the Rosselli garden in a more relevant and contemplative area;
and asked that further discussion be held with community and downtown
1 eaders.

Council Members discussed the differences between art and graffiti; the
role of the Project Read Director; previous murals in Redwood City;
appropriate proportions for a mural; and the controversial nature of public
art.

Cathy Lipe, 965 Roble Avenue, Menlo Park, tutor with Project Read and member
of Community Impact, spoke in favor of the mural and cited businesses and
organizations who had contributed to the project.

Tamara Piulle, 960 Glennan Drive, Redwood City, speaking on behalf of the
Redwood City Civic Cultural Commission, endorsed the mural and encouraged
the Council to approve the project.

Title read.

MIS:

ClairelBuchan

RESOLUTION NO. 11530 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT
BETWEEN THE CITY OF REDWOOD CITV AND JANE NORLING FOR FABRICATION, EXECUTION
AND PAINTING OF MURAL ON CITV HALL

Adopted by the following roll call vote:
AYES: Council Members Buchan, Claire, Greenalch and Mayor La Berge
NOES: Council Members Murray and Stangel

--------------------------------------------------------------------------------

8C.
