CONSUMPTION OF WATER DURING WATER SHORTAGE EMERGENCV AND REPEALING ORDINANCE
NO. 2019

Approved first reading by unanimous roll call vote.
MINUTE ORDER NO. 91-115

CONSENSUS: It was determined by Mayor La Berge that it was the consensus of
the Council to direct the Council Water Committee and staff to concentrate
on the California Water Service plan and the Per Capita Plus Plan and
schedule further discussions of both, with the understanding there will be a
scheduled public hearing before any new plan is adopted.

MEMO 6/11/91

---------------------------------------------------------------------------------

Mayor La Berge declared a recess at 9:00 p.m.
Meeting reconvened at 9:15 p.m.

---------------------------------------------------------------------------------

8. STAFF REPORTS

8A. GID 1-64 Facilities Fees Revisions

Report:

Community Development Director, 6/4191

City Manager Smith presented the staff report.

Councilman Murray requested continuation of this item to receive more
details on funding of a community center as part of this ongoing fee
program and suggested a fee of $9,550 rather than $8,750 as proposed.
Councilman Murray advised there has been a decline in the City's ability to
fund a community center in Redwood Shores and the increased fee would be
the best opportunity for funding. Belmont public facilities were cited as
examples of what can be developed through negotiations with developers.
Councilman Murray also asked Council to explore this issue and enter into
negotiations with the Facilities Fee Management Committee.

City Manager Smith described citywide impact fees and the possible loss of
revenue if increased fees and fiscal year budget not adopted at June 24
public hearing.

Council discussed the need for a community center in Redwood Shores and
appropriate funding mechanisms.

MIS: MurraYIGreenalch to continue this item to June 24, 1991 and decide on
that date when to hold the public hearing on revised facilities fees.

Carried by unanimous voice vote.

MINUTE ORDER NO. 91-116

--------------------------------------------------------------------------------

8B.
