PUBLIC HEARINGS <br /> <br />A. <br /> <br />PUBLIC HEARING - Appeal of the Zoning Administrators' decision which denied <br />a Use permit to redesign a service station and allow the sale of alcoholic <br />beverages concurrent with the sale of motor fuel - ATLANTIC RICHFIELD <br />COMPANY, Peter B. Tobin, Barghausen Consulting Engineers, Inc., appellants <br />(203-10) <br /> <br />Reports: <br /> <br />Planning Director, May 13, 1991 <br />Traffic Engineer, June 19, 1991 <br />Zoning Administrator Letter to Barghausen Consult., March 27, 1991 <br />Barghausen Letter, May 20, 1991 <br /> <br />Affidavits of publication of notice of hearing and mailing are on file. <br /> <br />Planning Director Patterson presented the staff report. <br /> <br />City Attorney Schricker advised that the sale of beer and wine concurrent <br />with the sale of motor vehicle fuel prohibited in a CP (Commercial Park) <br />District cannot be cited as a basis to deny issuance of a Use Permit, as <br />recent state legislation classifies beer and wine as groceries, and where <br />the sale of groceries is permitted, beer and wine sales are permitted also. <br /> <br />Mayor La Berge opened the Public Hearing at 8:02 p.m. and invited anyone <br />who wished to speak to please do so. <br /> <br />Thomas A. Barghausen, President of Barghausen Consulting Engineers, Inc., <br />North Highland, California, architect for Atlantic Richfield project at <br />504 Whipple Avenue, described Arco's plans as a significant improvement over <br />the current building and placement on the site; traffic circulation would be <br />improved; traffic safety would be increased; and the ten parking spaces plus <br />the spaces under the canopies at the pumps meet the parking requirements. <br />Mr. Barghausen stressed that the proposed redesign does not solve all the <br />concerns with the site, but it would be a significant improvement; Arco is <br />concerned about its image and wants to upgrade this station; and Arco is <br />willing to work with staff to reach common goals. <br /> <br />Ron Knutson, Retail Sales Manager, Atlantic Richfield Company, described <br />limitations of this property due to size and configuration; requirements to <br />keep their AMIPM franchise; willingness to spend $800,000 to improve the <br />appearance, safety and traffic flow at this corner. <br /> <br />In response to Council Members questions, Planning Director Patterson <br />described the 1987 plan submitted by Arco that resolved all the safety, <br />traffic and architectural concerns still present in the current plan. <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 284 <br /> <br />Regular Meeting Minutes <br />June 24, 1991 <br />Page 4 <br />
