<br />years depending on financing. <br /> <br />Sam Nash, of Nolte and Associates, Consultants, provided a detailed <br />description and answered Council questions. <br /> <br />The following people addressed the Council: <br /> <br />Al Davies, 1101 El Camino Real, advised Whipple Avenue was a better site for <br />an underpass; a Jefferson underpass was not needed; and questioned <br />why one side of proposed underpass was longer than the other. <br /> <br />Rick Richardson, 1252 Carson Street, asked Council for reassurance that <br />safety exits on his property would not be blocked by underpass. <br /> <br />Roy Hale, 1001 Jefferson, advised Council he and his partners had operated a <br />business at this location for 15 years and did not agree that an <br />underpass was needed more at Jefferson than Whipple; and, described <br />lack of City notification and disregard for their property and economic <br />well-being. <br /> <br />John Wade, 1225 Fernside, Redwood City advised the proposed sidewalk grades <br />are too steep for handicap access and suggested a maximum of 5%. <br /> <br />Nita Spangler, 970 Edgewood Road, Redwood City advised this proposal lacked <br />room for bicycle lanes, and pedestrian lanes and guardrails were <br />inadequate. <br /> <br />Brent Britschgi, 57 Woodsworth, Redwood City asked Council to devise a plan <br />during the construction phase that would provide additional parking for <br />downtown merchants. <br /> <br />John Novak, owner of the Gypsy Cellar, 932 Middlefield Road, Redwood City <br />advised his restaurant would be severely impacted by the underpass and <br />during construction and asked Council to provide for the safety of his <br />customers, enforce construction requirements such as covering pipes <br />stored on his property, and make up for the depreciation of his <br />property. <br /> <br />Vic Holbrook, 1001 Jefferson Street, Redwood City advised this plan was a <br />waste of $8.5 million and there was no traffic problem on Jefferson. <br /> <br />Council Members and Consultant Sam Nash answered the speakers and advised <br />the City is willing and able to work with everyone who spoke tonight, and <br />added that this underpass will unify part of Redwood City and connect the <br />downtown area to the rest of the city. <br /> <br />M/S: Murray/Buchan to accept final conceptual report for Jefferson Avenue <br />Underpass <br /> <br />Carried by the following voice vote: <br />AYES: Council Members Buchan, Bury, Claire, Greenalch, Murray and <br />Mayor La Berge <br /> <br />Regular Meeting Minutes <br />July 22, 1991 <br />Page 7 <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 321 <br /> <br />1 <br /> <br />-'.'"
