<br />In response to Council questions, Senior Planner Passanisi advised the <br />parking requirements would not allow tandem parking, that required parking <br />spaces were based on number of bedrooms, and that second units must conform <br />to all zoning ordinances. <br /> <br />Mayor La Berge declared the Public Hearing open at 9:50 p.m. and invited <br />anyone who wished to speak to please do so. <br /> <br />Charlie Greer, 110 Nimitz, Redwood City Chairman of the Housing and Human <br />Concerns Committee described the amendment as a good compromise. <br /> <br />Charles Rible, 116 Normandy Court, San Carlos, described amendment as too <br />restrictive as it limits maximum size of second unit to 640 square feet, <br />while the state law allows up to 30% of first unit, and suggested <br />possible parking problem be solved with parking restrictions not <br />by limiting size of second unit. <br /> <br />Nita Spangler, 970 Edgewood Road, Redwood City, supported amendment and <br />enforcement, expressed concern regarding lack of architectural <br />control and the serious parking problems attendant with second units, <br />and described second units as smaller units, not a second full size <br />house. <br /> <br />Tom Tornquist, Colton Court, Redwood City, described impact of this <br />amendment on undeveloped land and suggested if second units meet all <br />other zoning requirements there is no need to restrict to 640 square <br />feet, and there is no history to support idea that rental units in back <br />yards will proliferate. <br /> <br />In response to Council questions, City Attorney Schricker advised state law <br />allows 30% of first unit for attached second units, and up to 1200 <br />square feet for detached units. The proposed amendment provides 640 <br />square feet irrespective of attached or detached status. <br /> <br />Jerry Campagna, Colton Court, Redwood City, described impact of this <br />amendment on RH District and possible saturation of rural area with <br />second units, and supported maximum of 640 square feet for accessory <br />dwellings to preserve integrity of RH District. <br /> <br />Council discussed parking as one of the major problems discussed at <br />neighborhood meetings and the need to maintain strict parking requirements; <br />second units impact surrounding neighbors and character of neighborhood <br />should be protected; second units are supposed to be accessory dwellings in <br />nature; need to have all ordinances conform to state law and General <br />Plan; and, intention of Council to review this ordinance in the future. <br /> <br />Mayor La Berge asked if anyone else wished to speak. <br />speak. <br /> <br />MIS: Stangel/Murray to close the Public Hearing. <br />Carried by unanimous voice vote and Hearing closed at 10:32 p.m. <br /> <br />No one else wished to <br /> <br />Regular Meeting Minutes <br />August 12, 1991 <br />Page 8 <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 332 <br /> <br />1 <br /> <br />'-,.".'.'r""."".'. ,-.. <br />
