To the Hononm1ffMayor ånð~CltyCouncil <br /> FromfheCfty Manager <br /> August 23, 2004 <br /> Subject <br /> Street Tree Maintenance Contract <br /> Recommendations <br /> By Resolution, approve an amendment to the agreement for the 2002-2003 <br /> Comprehensive Street Tree Maintenance Project with The Professional Tree Care <br /> Company, of Berkeley, CA, for the not-to-exceed amount of $267,095.00 and to extend its <br /> term for a one year period. <br /> Background <br /> The contract documents and specifications approved on June 11,2001 by the City Council <br /> contained a provision to continue the contract for up to four additional years at the same <br /> unit bid prices if agreed by the contractor and approved by the City. The Council extended <br /> the agreement with the Professional Tree Care Company on August 12, 2002 in the <br /> amount of $331,800.00. The terms and conditions of the contract were amended for 2002- <br /> 2003 in three areas - (1) change the unit price for tree watering to an hourly rate; (2) Add <br /> soil drenching pesticide application to the contract; (3) Add trunk injection pesticide <br /> application to the contract. The Council again extended the contract on August 25, 2003 in <br /> the not-to-exceed amount of $271, 800. <br /> The Professional Tree Care Company has been performing the work to specifications and <br /> to the satisfaction of the City. They requested a third extension of the contract for an <br /> additional year at the same unit bid prices. <br /> Staff recommends extending the contract for an additional year which would increase the <br /> total contractfortree maintenance services from $898,050.00 (cost to date for three years <br /> of service) to the notto exceed total of$1, 165, 145.00, with approval of this amendment, at <br /> the existing unit bid prices. The agreement will cover the period from September 1, 2004 <br /> through August 31,2005. <br /> The contract provides routine street tree maintenance services and augments the work <br /> performed by the City's crew. The 2004-2005 approved budget amount of $217,095.00 for <br /> contract tree maintenance services allows for one three-person contract crew scheduled <br /> for the full year and about $20,000 is available for response to storm damage and pest <br /> control response as necessary. If funds are not needed for storm damage, they will be <br /> spent on maintenance pruning. <br /> The approved Public Works Services department budget included a $61,000 reduction in <br /> the tree maintenance contract funding. In order to maximize maintenance efforts with the <br /> reduced funding, the contractor will be scheduled for block area minimum maintenance <br /> cleaning and raising - the removal of deadwood, weak branches, and low-growing <br /> branches.
