By Motion, approve professional engineering services agreement with Kennedy/Jenks <br />Consultants for Recycled Water Project - Distribution System Design - Redwood <br />Shores Project Area, and authorize the City Manager to sign agreement <br />2. By Motion, approve professional engineering services agreement with Kennedy/Jenks <br />Consultants for Recycled Water Project - Customer Retrofit and Program Support <br />Services - Phase One, and authorize the City Manager to sign agreement <br />Background <br />In early 2001 , staff conducted a competitive consultant selection process for the purpose of <br />recommending to the Council the most experienced and best qualified firm to assist the <br />City in determining the feasibility of recycled water as an additional water supply. On June <br />11,2001, the City Council approved the initial agreement with Kennedy/Jenks Consultants <br />to perform the Water Recycling Feasibility Study for the Redwood Shores Area, which was <br />presented and accepted in January 2002. Based on this report and the evolving <br />understanding of the threat of a major water shortage, the City Council established new, <br />two-year priorities, including: <br /> · Address Redwood City Water Supply Assurance <br /> · Implement Water Recycling Project <br /> · Regional Water Supply: Fix the System <br />In June 2002, the Council accepted the final report, Redwood City Water Use Forecast <br />- 2000 to 2020, and directed staff to amend the City's Urban Water Management Plan <br />to incorporate the forecast data. <br />In August 2002 the City Council reviewed and accepted the final report - Water Recycling <br />Feasibility Study for Redwood City. At staff's request, the Council also authorized <br />negotiation of a scope of engineering services for the design of the distribution system of <br />the proposed Recycled Water Project with Kennedy/Jenks Consultants (Minute Order 02- <br />248). <br />In the spring of 2003 Kennedy/Jenks and staff presented revised project alternatives that <br />expanded the geographical area of the program in order to meet the goal of distributing <br />2,000 acre-feet per year of recycled water by 2010. At the same time, the City Council <br />adopted a policy that precludes mandatory use of recycled water in existing residential <br />areas. <br />In August 2003 the City Council approved a broadly defined, flexible project, filed a <br />California Environmental Quality Act Notice of Determination, and formed a citizen <br /> Page 1 of 4 <br />-. - - - ->.,~ .."....... ,.,....-.- - <br />
