The Council <br />charged the Task Force with the "goal to identify 1.946 acre-feet per year of potable water <br />demand reductions by 2010, in a financially feasible manner, that avoids using recycled <br />water at schoolyards, parks, and playgrounds". The Task Force (supported by City staff <br />and Kennedy/Jenks) completed their work in March 2004 and unanimously recommended <br />that the City implement an alternative project that - through a combination of recycled water <br />use, replacement of natural turf playing fields with synthetic turf. continued use of some <br />groundwater, and additional water conservation programs - achieves their goal. The City <br />Council accepted the Task Force Report and directed staff to return with various <br />implementation actions for their consideration. <br />On June 14, 2004 the City Council received a presentation from staff which outlined the <br />many and significant challenges of successfully implementing the Task Force's project in a <br />timely and efficient manner. Also the City Council reviewed the principles of the proposed <br />Agreement for Production and Delivery of Recycled Water ("Agreement") and the Lease <br />Agreement for Recycled Water Treatment / Storage / Pumping Facility Site ("Lease") <br />between the South Bayside System Authority and the City. At their meeting of July 26, <br />2004, the City Council approved the final Agreement (with some additional provisions <br />requested by community members) and Lease, which together provide all of the legal, <br />operational and financial details of the long-term partnership between the two agencies. <br />Also on July 26, 2004, the Council: <br />· Approved a professional services agreement with Whitley Burchett & Associates for <br /> program management services - Year One <br />· Approved a professional services agreement with Data Instincts for implementation <br /> of public information and outreach services - Year One <br />· Approved a one-year Sublease Agreement with PVG Management Inc. for the <br /> purpose of establishing a project office at 303 Twin Dolphin Drive in Redwood <br /> Shores <br />The City Council is now asked to consider and approve the following professional services <br />agreements with Kennedy/Jenks Consultants: <br />1. Recycled Water Project - Distribution System Design - Redwood Shores Project <br />Area <br />Staff contact / contract manager: Phong Du, Senior Civil Engineer, Community <br />Development Services Dept. <br />This agreement includes the design of all of the pipe!ine improvements that will be <br />constructed within public rights-of-way in the Redwood Shores Project Area. The <br />consultant will prepare the plans, specifications and cost estimates for the proposed <br />improvements, and assist the City in bidding the project. The not-to-exceed value of <br />the agreement is $943,300. Key design features of the project include: <br />· Approximately 51 ,000 lineal feet (If) of new recycled water pipelines, ranging from 8- <br /> inches to 30-inches in diameter <br />· Approximately 72 service laterals, ranging in size from %-inch to 8-inch diameter will <br /> extend from the new recycled water pipelines to each eligible customer site <br />· Design criteria for a new potable water connection to be designed by SBSA for the <br /> storage facility as part of this project. This connection will be used to provide <br /> standby potable service in the event of routine maintenance or emergency <br /> shutdown of the recycled water treatment system. <br />· A new 14-inch diameter recycled water pipeline will connect to an existing 14-inch <br /> diameter recycled water pipeline that serves existing "First-Step" Project customers <br /> Page 2 of 4 <br />
