pursuant to Water Code Section 10610 et seq.,identifies the development of <br /> "Recycled Water" (hereinafter defined) for irrigation purposes and additional <br /> water conservation measures as the primary means of reducing demands on the <br /> SFPUC system and thereby securing an adequate, reliable supply of water. <br /> D. SBSA's Commission has adopted a statement on Recycled Water which provides, <br /> in part that, "It is a policy of the South Bayside System Authority to provide <br /> technical and institutional leadership for the community it serves on all subjects <br /> related to water recycling." In furtherance of this policy, SBSA has worked <br /> closely with City in the development of the "First Step Recycled Water Project," a <br /> demonstration program initiated in 2000. The First Step Project has, since 2000, <br /> produced disinfected tertiary recycled water for landscape irrigation at publicly- <br /> owned and privately-owned sites in City's Redwood Shores area, as well as for a <br /> landscape impoundment adjacent to SBSA's treatment plant. <br /> E. City has carried out an extensive review of the possible environmental impacts of <br /> an expanded,permanent Recycled Water project(Project)which would be <br /> capable of delivering 3,238 acre feet of Recycled Water annually, with initial <br /> phases scaled to deliver up to 2,000 acre feet annually. The scope of the Project <br /> has been refined through input from a public Recycled Water Task Force <br /> convened by City's City Council in August 2003. The Task Force submitted its <br /> report to City in March 2004. City's Council has determined to proceed with the <br /> Project, modified in light of the Task Force's recommendations, such that <br /> deliveries of Recycled Water, on an annual basis, are not expected to exceed <br /> approximately 1,690 acre feet during the initial phase of the Project. Certain <br /> facilities will, however, be constructed so that the Project has the flexibility to <br /> -2- 1091374.7 <br />
