6.1.G. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />December 12, 2016 <br />SUBJECT <br />Professional Services Agreement for the Neighborhood Street Enhancement Program <br />(Stanford in Redwood City) <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute the professional services <br />agreement with TJKM Transportation Consultants in an amount not to exceed <br />$100,010 for the Neighborhood Street Enhancement (NSEP) Program <br />BACKGROUND <br />In September 2013, the City Council of Redwood City approved the Stanford in <br />Redwood City Precise Plan, a plan for a new administrative campus for Stanford <br />University. This campus, located at the southeast portion of the City along Highway 101, <br />borders three different residential neighborhoods: Friendly Acres, North Fair Oaks <br />(within the unincorporated County) and Redwood Village. <br />As part of the approved development agreement, Stanford University agreed to <br />contribute $1,500,000 towards a Neighborhood Street Enhancement Program (NSEP) <br />for the three neighborhoods potentially affected by the new office campus. These funds <br />are to be distributed in three phases: an initial installment of $150,000, a near term <br />implementation fund of $600,000 (to be distributed with the initial building permit), and a <br />long- term implementation fund of $750,000 (to be distributed at certification of <br />occupancy for 1 million square feet). <br />The funds are to be used towards neighborhood street enhancements as prioritized by <br />residents of the adjacent neighborhoods. These enhancements could include <br />neighborhood signage, trees, bulb -outs, landscape elements, bicycle facilities, traffic <br />circles, chicanes and other features that create a safe and attractive neighborhood. <br />ANALYSIS <br />On September 16, 2016 the City published a Request for Proposals for a consultant to <br />coordinate neighborhood outreach, data collection and a street enhancement <br />prioritization process.
