6.1.G. - Page 2 <br />provide conceptual designs and cost estimates for the construction of near-term street <br />enhancements. <br />The neighborhood outreach will consist of an initial set of meetings with each of the <br />three neighborhoods individually to understand their particular vision for street <br />enhancements. All outreach will be conducted to provide Spanish speakers with full <br />access to the process. A second set of meetings with the three individual <br />neighborhoods will provide the opportunity to prioritize street enhancements based on <br />feedback from the initial meetings. A third joint neighborhood meeting will present the <br />recommended enhancements and draft implementation plan back to the community. <br />The purpose of that meeting will be to seek additional feedback and gain support in <br />order to complete conceptual designs and a final implementation plan. <br />Through this outreach process, enhancements will be divided into immediate, near-term <br />and long-term improvements. Immediate improvements are typically low-cost items <br />(such as curb painting or some signage) that may be implemented immediately, with the <br />existing/ first installment funding and no design or additional approval necessary. Since <br />the funding for near-term improvements will also be in place (Spring 2017) before this <br />planning process is complete, some near-term priority implementation maybe be <br />possible simultaneous with the planning process (such as speed humps). However, <br />near-term priorities with more design or greater approval needs may not be <br />implemented for a few years. <br />Long-term priorities will be funded as part of the third Stanford installment (after 1 <br />million square feet) or with other identified funds and likely would not be constructed for <br />several years. <br />The City received five proposals. These were from Alta Planning & Design, Dyett & <br />Bhatia, Stantec, TJKM and W -Trans. The proposals were evaluated by staff from the <br />Engineering and Planning Divisions of the Community Development Department and <br />from the County of San Mateo. Proposals were ranked according to criteria identified in <br />the Request for Proposal (qualifications of firm and team, public outreach experience, <br />facilitation experience and experience with development of conceptual designs). After <br />interviewing the top three firms, the review panel concluded that TJKM was the top <br />ranked consultant based on the above criteria. <br />ALTERNATIVES <br />The Council may select not to approve the proposed agreement with TJKM and instead <br />direct staff to find an alternative means of completing the work, modify the scope of <br />work, or select another consultant. <br />
