6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />December 12, 2016 <br />SUBJECT <br />Amendments to the 2015-2020 Consolidated Plan and Citizen Participation Plan <br />RECOMMENDATION <br />Adopt (1) a resolution amending the 2015-2020 Consolidated Plan and authorizing the <br />City Manager or designee to execute related documents, and (2) a resolution amending <br />the Citizen Participation Plan <br />BACKGROUND <br />The City of Redwood City receives federal funds from the U.S. Department of Housing <br />and Urban Development (HUD) through the Community Development Block Grant <br />(CDBG) and Home Investment Partnership Act (HOME) entitlement programs. In order <br />to receive CDBG and HOME funds the City is required to submit a three-year or five- <br />year Consolidated Plan to HUD and for each year of the plan, the City is required to <br />adopt an Annual Action Plan. The Redwood City 2015-2020 five year Consolidated Plan <br />was approved by City Council for submittal to the HUD on May 4, 2015. Federal <br />regulations and the City's Citizen Participation Plan require a substantial amendment to <br />the Consolidated Plan because it will be reduced from five years to three years. The <br />City is currently in the second year of the Consolidated Plan. <br />As a condition of receiving CDBG entitlement funds the City is required to adopt a <br />Citizen Participation Plan (CPP). The City's CPP was originally developed and adopted <br />by City Council on May 2, 1988 and was amended by resolution in 1995 and 2013, The <br />City amended it in 1995 to extend the applicability of the requirements the Human <br />Services Financial Assistance (HSFA) program in addition to CDBG and HOME <br />programs. The 2013 amendment was for the purpose of adding the option for the use of <br />HOME program funds to be used in contiguous jurisdictions for affordable housing <br />activities when it would benefit Redwood City residents. New federal regulations require <br />all entitlement jurisdictions to amend their CPP's to include new Affirmatively Furthering <br />Fair Housing rule requirements. As noted below, the Housing and Human Concern <br />Committee (HHCC) held a public hearing, reviewed the amendments, and <br />recommended Council approval. <br />
