6.3.A. - Page 2 <br />ANALYSIS <br />Consolidated Plan Amendment <br />The proposed amendment to the Consolidated Plan recommended by the Housing and <br />Human Concerns Committee (HHCC) would change the five year strategic plan into a 3 <br />year strategic plan. This amendment will allow the City to collaborate in a regional <br />Assessment of Fair Housing (AFH), which is replacing the Analysis of Impediments <br />under the Affirmatively Furthering Fair Housing (AFFH) rule. <br />The collaborating program participants include the City of Redwood City, City of San <br />Mateo, City of South San Francisco, City of Daly City, San Mateo County Department of <br />Housing, San Mateo County Public Housing Authority and South San Francisco Public <br />Housing Authority. The collaborating program participants have designated the County <br />of San Mateo Department of Housing as the lead entity to oversee the submission of <br />the joint or regional AFH on behalf of all collaborating program participants. <br />HUD recommends that program participants submitting joint or regional AFHs have the <br />same Consolidated Plan or PHA plan schedules. The AFFH rule and Consolidated <br />Planning regulations recommend that all program participants be on the same cycle for <br />the three -five year consolidated plan so the AFH due date would be the same for all <br />participants. HUD advises program participants should change program or fiscal year <br />start dates to align with other collaborating program participants. <br />Citizen Participation Plan Amendment <br />The proposed amendment to the Citizen Participation Plan recommended by the HHCC <br />is to comply with Federal requirements of the AFFH rule. The Citizen Participation Plan <br />will be amended to incorporate the AFH process to ensure community participation <br />throughout the AFH planning process, including in the development of the AFH and in <br />the incorporation of the AFH into subsequent planning documents. In addition, the term <br />"citizen" will be replaced with "community" and will be renamed the Community <br />Participation Plan. <br />Public Notification <br />The HHCC held a public hearing on November 16, 2016 to review the amendments to <br />the 2015-2020 Consolidated Plan and the Citizen Participation Plan. The City is <br />required to provide a 30 -day comment period for the Substantial Amendment to the <br />Consolidated Plan and the Citizen Participation Plan prior to review and adoption by <br />Council. The comment period began in October 15, 2016 and concluded on November <br />16, 2016. No comments were received during this time period. <br />ALTERNATIVES <br />The Council may choose to not approve amendments, however this would not allow the <br />City to comply with the new HUD statutory requirements required to participate in the <br />CDBG and HOME entitlement programs <br />
