6.3.A. - Page 7 <br />2015-2020 Consolidated Plan Substantial Amendment <br />The City is proposing to amend the Consolidated Plan to change the current five year strategic plan to a <br />three year strategic plan. This amendment will allow the City to collaborate in a regional Assessment of <br />Fair Housing (AFH), which is replacing the Analysis of Impediments under the Affirmatively Furthering Fair <br />Housing (AFFH) rule. <br />Collaborating Program Participants and Lead Entity <br />The collaborating program participants include the City of Redwood City, City of San Mateo, City of South <br />San Francisco, City of Daly City, the San Mateo County Department of Housing and the San Mateo County <br />Public Housing Authority. The collaborating program participants have designated the County of San <br />Mateo Department of Housing as the lead entity to oversee the submission of the joint or regional AFH <br />on behalf of all collaborating program participants. <br />Coordination of AFH Submission and Alignment of Consolidated Plan Cycles <br />HUD recommends that program participants submitting joint or regional AFHs have the same <br />Consolidated Plan or PHA plan schedules. The AFFH rule and Consolidated Planning regulations <br />recommend that all program participants be on the same cycle for the 3-5 year consolidated plan so the <br />AFH due date would be the same for all participants. HUD advises program participants should change <br />program or fiscal year start dates to align with other collaborating program participants. <br />Public Notification <br />The HHCC held a public hearing on November 16, 2016 to review the amendments to the 2015-2020 <br />Consolidated Plan and the Citizen Participation Plan. The City is required to provide a 30 -day comment <br />period for the Substantial Amendment to the Consolidated Plan and the Citizen Participation Plan prior to <br />review and adoption by Council. The comment period began on October 15, 2016 and concluded on <br />November 16, 2016.
