6.3.A. - Page 8 <br />Executive Summary <br />ES -05 Executive Summary - 24 CFR 91.200(c), 91.220(b) <br />1. Introduction <br />As a condition of receiving federal funds from the Department of Housing and Urban Development <br />(HUD) the City must prepare, adopt and submit a three or five year Consolidated Plan (Plan) to HUD. The <br />Plan is a strategic policy document for meeting the needs of low-income community members. The <br />process for preparing the Plan involves assessing the needs of the community with stakeholders and <br />establishing priorities and strategies for the use of the federal funding resources. The Plan consists of <br />three major components: a Community Needs Assessment; the three or five year Priority Needs and <br />Strategies; and an Annual Action Plan that identifies the programs and activities to be funded with <br />Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) funds <br />each year of the three or five year plan. The Plan serves four separate but integrated functions: <br />• A planning document for the City, which utilizes a citizen participation process to engage the <br />community in its development; <br />• An application for the receipt of federal funds under HUD's formula grant programs; <br />• A strategy to be followed in carrying out HUD programs, and <br />• An action plan that provides a basis for the City, the community and HUD to assess performance <br />annually. <br />The Consolidated Plan is designed to help local jurisdictions assess their affordable housing and <br />community development needs and market conditions, and make data -driven, place -based investment <br />decisions. The consolidated planning process serves as the framework for a community -wide dialogue to <br />identify housing and community development priorities that align and focus funding from HUD formula <br />block grant programs, such as CDBG and HOME. The Plan is carried out through Annual Action Plans, <br />which provide a concise summary of the actions, activities, and the specific federal and non-federal <br />resources that will be used each year to address the priority needs and specific goals identified by the <br />Consolidated Plan. <br />The City reports on accomplishments and progress toward Consolidated Plan goals in the Consolidated <br />Annual Performance and Evaluation Report (CAPER). As part of the Consolidated Plan, the City must <br />certify that it will affirmatively further fair housing, which means conducting an Analysis of Impediments <br />to Fair Housing Choice (AI), taking appropriate actions to overcome the effects of any impediments <br />identified through that analysis, and keeping records of these actions. <br />2.
