An overcrowded household is defined as one with more than one person per room, <br />excluding bathrooms, kitchens, hallways, and porches. Severely overcrowded households are <br />households with more than 1.5 persons per room. Overcrowding also tends to result in increased traffic, <br />accelerated deterioration of homes and infrastructure, and crowded on -street parking conditions. <br />Redwood City has a slightly higher numbers of overcrowded rental homes than elsewhere in the county. <br />Almost 13 percent of rental homes are overcrowded and almost 10 percent are extremely overcrowded. <br />Just over one percent of owner -occupied homes are overcrowded or extremely overcrowded. Rates of <br />overcrowding are closely linked to instances of overpayment and affordability. The prevalence of <br />overcrowding indicates the housing needs of large households is a major concern in Redwood City and <br />will continue to be in the near future. <br />The table above indicates that lower-income renters represent 95% of single-family households that are <br />overcrowded.
