6.3.A. - Page 35
Cost Burden and Household Type
Looking at just the households who are paying more than 30% of their income on housing, numerically
the biggest category includes renters. Of all lower income households paying more than 30%, small
related households are more impacted than other kinds of households. This could be because these
households have only one person earning an income, say, a single parent with two small children.
Elderly extremely low income owners also experience a high rate of cost burden, many of whom are on
fixed incomes. However, overall the greatest impacts are on renter households.
4. Cost Burden > 50%
Severe Cost Burden and Household Type
The incidence of households paying more than 50% of their income on housing costs is particularly felt
among renters: 3,250 lower income renter households have a severe cost burden, whereas only 1,915
lower income owner households do. Of all renter households paying over 50%, small related
households make up 40%. In fact, the greatest number of households with this housing problem are
small related households, regardless of tenure type. And, as can be expected, this problem is felt most
acutely by extremely low income renter households. Of all elderly households, owners represent 52% of
households that are overpaying.
Consolidated Plan
OMB Control No: 2506-0117 (exp. 07/31/2015)
REDWOOD CITY
32
J
Renter
_
_
Owner
0-30%
>30- >50-
Total
0-30%
>30-
>50-
Total
AMI
50% 80%
AMI
50%
80%
AMI AMI
AMI
AMI
NUMBER OF HOUSEHOLDS
Small Related
965
315 30
1,310
130
266
330
660
Large Related
285
140 0
425
60
155
105
320
Elderly
495
115 25
635
285
225
175
685
Other
645
185 50
880
50
120
80
250
Total need by
2,390
755 105
3,250
525
700
690
11915
income
Table 10 — Cost Burden > 50%
Data 2007-2011 CHAS
Source:
Severe Cost Burden and Household Type
The incidence of households paying more than 50% of their income on housing costs is particularly felt
among renters: 3,250 lower income renter households have a severe cost burden, whereas only 1,915
lower income owner households do.
