6.3.A. - Page 42
Disproportionate Greater Needs Among ELI Households
A total of 31655 households in Redwood City are considered extremely low income (ELI), earning just
39% of median income. It is estimated that 85% of those households have one or more of the identified
housing problem. Based on the criterion for disproportionate needs, Black/African American
households are considered disproportionately impacted (95% of B/AA households). In addition, 99% of
Asian ELI households have one of the housing problems, 100% of American Indian/Alaska Native
households are similarly impacted, and 100% of Pacific Islander households have one of the four
housing problems. Although in strictly numerical terms, these households in total represent a small
portion of all ELI households with the identified problems (less than 19%), they are nonetheless
considered to have disproportionately greater housing needs, compared to the income category as a
whole.
30%-50% of Area Median Income
Housing Problems
Has one or more
Has none of the
Household has
of four housing
four housing
no/negative
problems
problems
income, but none
of the other
housing problems
Jurisdiction as a whole
2,770
630
0
White
1,280
425
0
Black / African American
75
40
0
Asian
160
20
0
American Indian, Alaska Native
0
0
0
Pacific Islander
0
0
0
Hispanic
1,245
115
0
Table 14 - Disproportionally Greater Need
30 - 50% AMI
Data 2007-2011 CHAS
Source:
*The four housing problems are:
1. Generally speaking, ELI
and VLI often have the most severe housing problems in a community. For this income category, data
show that, overall, 81% of VLI households have one or more of the identified housing
problems. However, the only group with disproportionately greater needs are Hispanic households, for
whom 92% of all households have one or more of the four housing problems.
Consolidated Plan REDWOOD CITY
OMB Control No: 2506-0117 (exp. 07/31/2015)
39
