6.3.A. - Page 61 <br />institutional settings, 21% are in families with children, compared to only 6% of the unsheltered <br />adults. Sheltered adults were 60% male and 40% female. Levels of disability are also somewhat lower <br />among the sheltered population compared to the unsheltered population: only 10% reported having a <br />mental illness and 8% chronic substance use. <br />Discussion: <br />A very high proportion of unsheltered homeless people in San Mateo County have been homeless <br />repeatedly and/or for long periods of time. The survey found that 65% were "chronically' homeless, <br />meaning that they were disabled and had been homeless for longer than 12 months or for 4 times in the <br />past 3 years. This represented an increase from 2011, when only 46% were chronically homeless. The <br />rise in chronic homeless is likely due to the same factors that have contributed to the overall increase in <br />homelessness: high unemployment, rising rents and lack of affordable housing. <br />Redwood City continues to work with public and nonprofit community agencies to address the needs of <br />the homeless, particularly the needs of families. The City also provides direct funding to nonprofit <br />organizations serving homeless families and individuals, including persons who are senior citizens, <br />homeless youth, and homeless persons who have mental disabilities. In addition, Redwood City helps <br />homeless people transition into jobs and permanent living situations, and through the Fair Oaks <br />Community Center, serves as the primary intake and referral point to homeless programs and services <br />for families and individuals in the community. <br />Consolidated Plan REDWOOD CITY 58 <br />OMB Control No: 2506-0117 (exp. 07/31/2015) <br />
