6.3.A. - Page 62 <br />NA -45 Non -Homeless Special Needs Assessment - 91.205 (b,d) <br />Introduction: <br />In addition to the homeless, there are other groups of persons who require supportive housing, <br />including the elderly, frail elderly, persons with disabilities (mental, physical, developmental), persons <br />with alcohol or other drug addictions, victims of domestic violence, and persons diagnosed with AIDS <br />and related diseases. <br />Describe the characteristics of special needs populations in your community: <br />Special needs groups, as defined by State law, include seniors, persons with disabilities, large <br />households, female -headed families, farm workers, and the homeless. In addition, Veterans of the U.S. <br />armed forces, while not a distinct special needs class per State law, often share many of the same <br />characteristics with these groups. <br />What are the housing and supportive service needs of these populations and how are these <br />needs determined? <br />Individuals with special needs often have difficulty obtaining decent, affordable housing due to their <br />special circumstances.
