6.1.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />December 12, 2016 <br />SUBJECT <br />Professional services agreement with The Office of Cheryl Barton (OCB) for landscape <br />architectural design services for the Broadway Streetscape Project- Conceptual Design <br />Project. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the professional <br />services agreement for $147,706.00 with OCB for landscape architectural design <br />services for the Broadway Streetscape Project -Conceptual Design Project and <br />authorize the City Manager to increase the contract amount up to 10% if necessary <br />BACKGROUND <br />Broadway, between EI Camino Real and Main Street, is the central spine of the <br />Downtown core. Broadway is home to Downtown's primary activity -generating <br />destinations such as Courthouse Square, the Fox Theater, the Dragon Theater and <br />shops, and the San Mateo County History Museum, and offers an expanding array of <br />shops, eateries and amenities opening out onto its sidewalks. While Broadway provides <br />for vehicular movement and curbside parking, it is also a linear public open space, as <br />much of a promenade as it is roadway. <br />Broadway's last significant renovations occurred during the mid -1970's and late -1980's. <br />Existing conditions on Broadway warrant an updated streetscape study. Those existing <br />conditions include: <br />1. Tripping hazards in many areas because of the shifting sub -grade over the <br />years. <br />2. The declining health of the aging street trees. <br />3. The outdated look and feel of the existing streetscape including paving <br />materials, pedestrian -scale lights, and the intrusive placement and scale of <br />the above -grade street tree planters. <br />4. The need to evaluate improvements to automobile, bicycle and pedestrian <br />circulation and onstreet parking. <br />The purpose of this conceptual design project is to evaluate a project that would provide <br />a safe and attractive streetscape by improving the paved and tree -lined environment. <br />This project also supports the key goals, policies and programs for the long-term <br />physical development of downtown as outlined in the General Plan and implements the <br />standards and guidelines in the Downtown Precise Plan. Within the General Plan, the <br />Broadway Corridor is described as "the defining street in Downtown Redwood City" and <br />
