6.1.C. - Page 2 <br />states "the vision for the Broadway Corridor is to enhance mobility to allow even better <br />movement between the districts for pedestrians, transit riders, bicyclists, and drivers, <br />and to create new business and living opportunities." Enhancing the Broadway Corridor <br />is supported as a long range element through Program BE -31: Streetscape Plans and <br />Improvements. The Broadway Corridor is also designated and defined as a Core Street <br />in Section 2.4: Public Frontage Regulations in the Downtown Precise Plan. On August <br />26, 2016, following a Request for Qualifications and Fee Proposal (RFQ/P) selection <br />process, City staff selected OCB to provide professional services for the conceptual <br />design for this project. The scope of work includes: a survey of all existing above -grade <br />conditions and preparation of a scaled base plan; two conceptual designs; and order of <br />magnitude cost estimates. OCB has also engaged Gehl Studios (San Francisco), an <br />urban design and research consultancy focused on "making cities for people." Two <br />compelling elements included in this proposal are a "Public Space/Public Life <br />Walkshop" and a "Public Realm Strategy." These particular components will serve as an <br />engagement and outreach tool that would help stakeholders and the public better <br />understand the underlying reasons to improve the streetscape. <br />The Public Space/Public Life Walkshop is a foundational analysis to better understand <br />how Broadway is currently being used and how it does or doesn't support a high quality <br />public life in spatial detail. The Walkshop will include a public survey, a tour of key areas <br />along Broadway with City staff and stakeholders, a public space quality assessment, <br />and targeted public life data collection. <br />Following the Walkshop, and based on the preliminary public space quality assessment, <br />Gehl will assist OCB in creating a public realm strategy to inform the Concept Design <br />phase for Broadway. <br />As part of this contract, OCB has been directed to provide the City with an additional <br />and similar scope of work for Main Street (Broadway — Middlefield). The City has <br />approximately $37,000.00 remaining from the appropriated $200,000.00 funds for the <br />Broadway Streetscape Project -Phase I Conceptual Design that is available for this <br />additional scope of work. The City is also reaching out to the Redwood City <br />Improvement Association to help fund the Main Street component. <br />ANALYSIS <br />The agreement for the design contract is in the amount of $147,706.00 and includes <br />comprehensive ground survey, base map development, site inventory, preliminary <br />concept design and cost estimate, final concept design and cost estimate, public <br />space/life walkshop and public realm strategy. This particular study will focus on the <br />"gateway" sections of Broadway, the section of Broadway from EI Camino to the <br />Caltrain tracks, and the section between Jefferson and Main. <br />There are five major project objectives: <br />1. Create a scaled base sheet showing above -grade materials and utilities <br />2. Public engagement via the Public Space Public Life Walkshop <br />3. Formulate two design concepts <br />
