<br />Planning Director Patterson presented the staff report and the Planning <br />Commission recommendation that "when the EIR for the County campus master <br />plan is prepared, a thorough evaluation be made in the EIR regarding the <br />relocation of the Lathrop House, and all alternatives should be explored <br />before moving the Lathrop House. 2) That if the County concludes that the <br />Lathrop House must be moved, the National Register listing should be <br />maintained according to the prescribed guidelines." In response to Council <br />questions Director Patterson described Historic Resources Advisory Committee <br />recommendations, and CEQA law. <br /> <br />Ken Rolandelli, 2466 Oregon Avenue, Chairman of the Historic Resources <br />Advisory Committee advised that the only substantive difference between the <br />HRAC and Planning Commission recommendations to the County is that the HRAC <br />recommends all alternatives should be pursued BEFORE the EIR process; and <br />that if the only viable alternative is to move it, then it be moved with the <br />care and honor necessary to maintain its Historic Register listing. <br /> <br />Nita Spangler, 970 Edgewood Road, described history and historic <br />significance of Lathrop House and spoke in favor of County's Master Plan <br />including the modest move of Lathrop House to the Historic Park on <br />Veterans. <br /> <br />Council discussed the County's determination to develop its campus Master <br />Plan, and the historical significance of Lathrop House and its National <br />Register Listing. <br /> <br />M/S: Stangel/ <br />plan. <br /> <br />After further Council discussion regarding recommendations to the County <br />Councilman Stangel withdrew his motion. <br /> <br />to recommend the County go forward with its Master <br /> <br />M/S: Murray/Stangel to recommend to the County that whatever decision it <br />makes concerning Lathrop House, that it include as an important part of that <br />decision, that every possible consideration be made in retaining the <br />National Register listing, as the listing is an important signifier of the <br />value of Lathrop House to the community. <br /> <br />Carried by unanimous voice vote. <br /> <br />MINUTE ORDER NO. 91-196 <br /> <br />---------------------------------------------------------------------------------- <br /> <br />8.
