B. Presentation of Just Say No to Drugs "Red Ribbon Week" Proclamation, observed October 19th through 27th Councilwoman Buchan accepted the proclamation from Mayor La Berge and described the activities planned for "Red Ribbon Week" in Redwood City, the City's commitment to a drug free America, and urged everyone to wear red ribbons to show their support for this campaign. ------------------------------------------------------------------------------- C. Presentation of "Fire Prevention Month" Proclamation, for October Mayor La Berge presented the proclamation to Redwood City Fire Marshal Louis Vella who thanked the Council and urged everyone to observe this year's motto: "Fires don't wait - plan your escape." ------------------------------------------------------------------------------- D. Proclaiming National Domestic Violence Awareness "Blue Ribbon Week", observed October 6th through October 13th Mayor La Berge read the proclamation and urged everyone to observe "Blue Ribbon Week." ------------------------------------------------------------------------------- E. Proclamation in honor of the Fortieth Anniversary of Messiah Lutheran Church and celebrating Reverend James R. Anderson's twelfth year at Messiah Lutheran Church Mayor La Berge read the proclamation and advised it would be presented at a special ceremony on October 13, 1991 at Messiah Lutheran Church. ---------------------------------------------------------------------------------- 3. ORAL COMMUNICATIONS A. The following people spoke in support of "Save B.O.T.H.", the save the burrowing owls and their habitat organization; urged Council to eliminate or reduce disking weeds in vacant lots which destroys natural habitats; and, asked Council to work with their organization to develop policies that would protect natural habitats using the cities of Palo alto and Santa Clara policies as models: Keith Wood, 1846 Woodside Road, Redwood City Roy Christman, Professor at San Jose State University Janice Buchanan, Ben Lomund Council Members discussed the lack of statistical data concerning purported decrease in small animal populations in Redwood City; the abundance of raccoons, deer and possums in the City; and their commitment to preserving natural habitats and protecting Redwood City citizens through an effective weed abatement program. City Manager Smith advised staff would meet with "Save B.O.T.H." and devise a policy that would be beneficial to all interests.
