<br />LOCATION: 300 Redwood Shores Parkway; being Parcel B; <br />Parcel Map 90-6; a portion of APN 095-222-160; "PO" <br />(Professional Office) District <br /> <br />Affidavits of Mailing and publication of Notices of Hearing are on file. <br /> <br />REPORT: <br /> <br />Planning Commission, October 7, 1991 <br /> <br />Planning Director Patterson presented the Planning Commission report and in <br />response to Council Member's questions discussed zoning history of this area <br />and current and future economic projections regarding commercial and housing <br />needs in Redwood City as a whole. <br /> <br />Councilman Murray advised that residents of the Redwood Shores neighborhood <br />have long anticipated a shopping center on the adjacent property with the <br />subject property being a buffer between the shopping center and residential <br />areas; this change to the General Plan and the Zoning Map does not provide <br />good incentives for a large shopping center to move into the Redwood Shores <br />neighborhood as it builds in a constituency that would oppose a shopping <br />center next to a residential neighborhood; and, current economic conditions <br />are not good reasons to change the General Plan. <br /> <br />Council Members discussed residential areas next to shopping areas such as <br />Woodside Plaza and Hillsdale; convenience versus traffic; General Plan goals <br />regarding housing and affordable housing; which are the most desirable <br />neighbors, multi-family, multi-story housing or one-story commercial <br />buildings; the hearings by the Planning Commission and their unanimous <br />recommendations for these changes; and the lack of any visible neighborhood <br />oppos it ion. <br /> <br />Mayor La Berge declared the Public Hearings regarding the applications for a <br />General Plan Amendment and a Zoning Map Amendment open at 8:47 p.m. <br /> <br />Michael Gibson, 3 Twin Dolphin Drive, Redwood Shores Properties, using <br />overheads, described decision to ask for change as substantially market <br />driven; response to a need for housing in Redwood City with this parcel <br />being the best available requiring fewer changes than others; the <br />discussions with developers and their belief that Redwood Shores could only <br />support a smaller shopping center than the one currently envisioned for the <br />adjacent property; and the commitment of Redwood Shores Properties to <br />integrate the site with the adjacent neighborhood. <br /> <br />Mayor La Berge asked if anyone else wished to speak. <br />speak. <br /> <br />M/S: Bury/Murray to close the Public Hearings. <br />Carried by unanimous voice vote and Hearings closed at 8:55 p.m. <br /> <br />No one else wished to <br /> <br />Councilman Murray advised these amendments will discourage development of a <br />much needed shopping center; and, there is insufficient cause to amend <br />the General Plan. <br /> <br />Regular Agenda Minutes <br />October 7, 1991 <br />Page 5 <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 367 <br /> <br />I <br />
