<br />City Attorney Schricker advised this measure can create problems concerning <br />enforcement with a negative impact on available housing. <br /> <br />Councilman Stangel advised this was a terrible measure negatively impacting <br />available housing and real estate industry. <br /> <br />Council discussed purposes of mitigation measure and its impact, and the cost <br />of this measure. <br /> <br />M/S: <br /> <br />Greenalch/Stangel to delete item No. 21 as stated above. <br /> <br />Motion carried by following vote: <br />AYES: Council Members Buchan, Bury, Greenalch, Murray, Stangel and <br />Mayor La Berge <br />NOES: Councilman Claire <br /> <br />MINUTE ORDER NO. 91-233 <br /> <br />CDD Draft Mitigation Report, Item No. 23 <br /> <br />In response to Council questions, Housing Director Church speaking on behalf of <br />the Rehabilitation Loan Committee stated they have a policy to encourage <br />housing units with large number of bedrooms. <br /> <br />Councilman Greenalch advised that present Zoning laws address policy of <br />requiring additional parking spaces when adding additional bedrooms. <br /> <br />MIS: MurraylClaire to approve Item No. 23 as amended to read, "Increase the <br />number of bedroom units in the multifamily housing stock through room additions <br />where Zoning requirements can be met." <br /> <br />Motion carried by unanimous voice vote. <br /> <br />MINUTE ORDER NO. 91-234 <br /> <br />CHAS Draft Report and CDD Report regarding the not-in-my-back-yard syndrome. <br /> <br />Councilman Murray stated that people who become angry about a specific and <br />valid concern should not be labeled in a City document with a pejorative label. <br />Councilman Murray added that affordable housing in certain contexts can be a <br />flashpoint and it is Council's responsibility to prevent that from happening. <br /> <br />MIS: GreenalchlMurray to delete the wording not-in-my-back-yard syndrome and <br />remove the word NIMBY from these documents <br /> <br />Councilman Greenalch added that it is a pejorative word and issues can be <br />addressed in a positive way with education. <br /> <br />M/S: Greenalch/Murray to amend the original motion to include deletion of <br />the whole subject barrier on Page 2.33 in CHAS, and request that it be <br />rewritten to address the lack of effective communication on the part of policy <br />makers on this issue. <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 386 <br /> <br />Regular Agenda Minutes <br />October 21, 1991 <br />Page 15 <br /> <br />----------- --,-- -----"--'-'----y-------"'--- -.._- -~---- <br />
