<br />Councilman Greenalch described this barrier as too narrow. There needs to be a <br />definition of the barrier as we understand it. The mitigations are concerned <br />with cost not quality. <br /> <br />Motion carried by unanimous voice votez <br /> <br />MINUTE ORDER NO. 91-230 <br /> <br />Proposed Barrier to substitute for Infrastructure <br /> <br />Councilman Murray suggested a proposed barrier as a substitute in place of <br />"Infrastructure": "THE CITY IMPOSE FEES, COSTS AND REQUIREMENTS: One of the <br />mitigant barriers to construction of affordable housing is the component of the <br />City imposed requirements, costs and fees.
