Councilman Greenalch described this barrier as too narrow. There needs to be a definition of the barrier as we understand it. The mitigations are concerned with cost not quality. Motion carried by unanimous voice votez MINUTE ORDER NO. 91-230 Proposed Barrier to substitute for Infrastructure Councilman Murray suggested a proposed barrier as a substitute in place of "Infrastructure": "THE CITY IMPOSE FEES, COSTS AND REQUIREMENTS: One of the mitigant barriers to construction of affordable housing is the component of the City imposed requirements, costs and fees. While in many cases such requirements are necessary, where affordability of housing can be achieved there are possible reductions which the City could accommodate as a matter of public policy." M/S: Murray/Greenalch to approve the above proposed barrier as a substitute in place of "Infrastructure" on Page 2.33 on the CHAS Draft Report. Motion carried by the following vote: AYES: Council Members Buchan, Bury, Greenalch, Murray and Mayor La Berge NOES: Councilmen Claire and Stangel MINUTE ORDER NO. 91-231 CDD Draft Mitigation Report, Item No. 17 M/S: Stangel/Greenalch to delete Item No. 17, waiving some City fees for affordable housing.
