Motion carried by unanimous voice vote. MINUTE ORDER NO. 91-227 CHAS Draft Report, Paragraph No.2, Page 2.32, Occupancy Standards Enforcement M/S: Murray/Greenalch to delete Paragraph No.2, Occupancy Standards Enforcement on page 2.32 of CHAS Draft Report Councilman Murray advised this proposed barrier was a very bad idea and would encourage slums. Councilman Greenalch stated it is the policy to enforce occupancy standards, and this item does not belong in this draft as a barrier. Motion carried by unanimous voice vote. MINUTE ORDER NO. 91-228 CHAS Draft Report, Paragraph No.3, Page 2.32, Labor Costs MIS: MurraylBury to delete Paragraph No.3, Labor Costs on page 2.32 of CHAS Draft Report Councilman Murray advised that labor costs are not a barrier to affordable housing. Cost of housing is a function of the market, and cost of labor has a marginal effect. Motion carried by unanimous voice vote. MINUTE ORDER NO. 91-229 CHAS Draft Report on Infrastructure Barrier on Page 2.33 Councilman Murray advised that Infrastructure on Page 2.33 refers to reduced dimensional standards for private streets, but is not really a barrier. Also, those costs will be borne by someone, and poorly built structures will have to be repaired more often. M/S: Murray/Greenalch to delete Infrastructure, Page 2.33, as a barrier.
