D. Councilwoman Buchan thanked everyone involved with the beginning events for the "Say No to Drugs" campaign on October 19th, including the carnival and the softball game (final score, Fire Department 16, Police Department 11). E. Councilman Murray advised that after the Redwood City Council took a strong stand in support of the Best Schools Proposal, he seconded the motion at the CitY/County Association of Governments meeting, to endorse its passage in the November election. Unfortunately, only Redwood City and Daly City spoke in favor of this proposal, with one city speaking against, and nine taking no position. Councilman Murray then moved to table the discussion and that course of action was approved. Councilman Murray expressed his discouragement at this example of narrow self interest. (704-04) F. Mayor La Berge reminded the Council of the Affirmative Action policy adopted by the Council establishing a committee with members from City staff, employee associations and a City Council member. Councilwoman Buchan volunteered to serve on the committee. (509-03) MEMO 10/22/91 G. Mayor La Berge asked her colleagues to decide on a date for a "budget priorities" study session. CONSENSUS: It was determined by Mayor La Berge to be the consensus of the Council to schedule a Budget Study Session on Monday, November 25, 1991 in the community room of the Main Library. Discussion of Comprehensive Housing Affordability Strategy (CHAS) proposed mitigations for barriers to affordable housing, Title I of the National Affordable Housing Act - continued from the regular Meeting of October 7, 1991 (203-04) CHAS Draft Report, 8/21/91 Community Development Director Draft Mitigation Report, 10/16/91 Community Development Director Pawloski presented the staff report and recommended "that the council eliminate those mitigations they they do not wish to see in the final document, and then, with these changes, authorize staff to submit the final CHAS to the County." REPORTS: Mayor La Berge established that barriers and mitigations had been discussed by the Planning Commission and the Housing and Human Concerns Committee and that the Draft was reflective of their recommendations.
