SPECIAL ORDERS OF THE DAY <br /> <br />A. Presentation on Community Policing Concept <br /> <br />Redwood City Police Chief Guardino introduced Sergeants Joe Rodrigues and <br />Scott Warner, Project Managers, who described Community Policing in concept <br />and how it will be implemented in Redwood City beginning in February 1992. <br />Community Policing began in Redwood Shores in 1984 and then in the Fair Oaks <br />neighborhood a few years later. Sergeants Rodrigues and Warner described <br />how the City would be divided into nine sectors, and each sector would be <br />assigned one or two officers to work within that community to provide all <br />police services, except emergency situations which would continue to draw a <br />rapid response from order maintenance officers. The Sergeants described the <br />effort to move away from emphasis on high-tech and statistics, and return to <br />police officers as part of the community, working together and achieving <br />goals. <br /> <br />In response to Council questions, Sergeants Rodrigues and Warner advised <br />that this new approach to community policing: is aimed at reducing crime, <br />reducing the fear of crime and improving the quality of life; moves away <br />from the reactive and incident driven mode and moves to prevention and <br />community interaction to achieve mutual goals; previous presentations have <br />been extremely well received; will establish new guidelines of measuring <br />results; allows community to establish priorities; utilizes existing <br />resources with great flexibility to provide customer satisfaction; that by <br />1995, 75% of all police departments will have elements of community <br />policing; and the Redwood City program will become a model for the entire <br />country.
