1. BUDGET FISCAL VEAR 1992-93 REPORT: CITV MANAGER, BUDGET STUDY SESSION, JANUARY 30, 1992 A. Introduction City Manager Everett described the purpose and goals of this study session advising the focus would be on data projections and budget guidelines. B. Fiscal Condition Finance Director Ramchandani presented a report on the fiscal condition of the City which included the following: 1) A review of overall revenues. In response to Council questions Director Ramchandani advised that staff had discussed future plans with Redwood Shores Properties, and had taken their information into account for all projections; Redevelopment Agency revenues accrue to the Agency and not to the General Fund; and described state mandated minimum for gas tax maintenance reserve and necessity of transferring gas taxes and utilities user fees for capital improvements. 2) Brief look at some capital issues. Council discussed the original intent of utilities user fees and their current and future distribution, and the definition of a capital improvement. 3) Bottom Line this fiscal year and next couple of fiscal years. Finance Director Ramchandani and City Manager Everett described the steps taken in previous years to raise revenues this year and over the next few years. 4) Discussion of current service levels Council Members generally expressed satisfaction with current service levels considering lack of resources, but acknowledged more had to be done with less, and there was a serious lack of services for Redwood City youth.
